No excess spoil will be generated at this small underground operation. <br />VIII. Coal Mine Waste Banks <br />Northfield is proposing to construct a waste pile at the facility for development <br />waste from the portal and ramp development and for occasional rock or <br />partings produced from mining operations. No detailed design plans have been <br />submitted at this time. Therefore, the following stipulation is required:. <br />Stipulation No. 2 <br />NORTHFIELD SHALL SUBMIT A TECHNICAL REVISION TO THE <br />PERMIT FOR CONSTRUCTION OF A COAL MINE WASTE BANK IN <br />ACCORDANCE WITH RULE 4.10. NO UNDERGROUND <br />DEVELOPMENT WASTE SHALL BE PRODUCED UNTIL THE COAL <br />WASTE BANK DESIGN IS APPROVED BY THE DIVISION. <br />IX. Coal Mine Waste <br />No specific approvals granted. <br />X. Backfilling and Grading <br />No specific approvals granted. <br />XI. Revegetation <br />Northfield completed a baseline vegetation survey. Two communities, juniper <br />grassland and disturbed, were identified and adequately sampled for cover, <br />production and woody plant density. A reference area was established for each <br />community and shown to be a statistically valid comparison with the areas to be <br />disturbed. The reference areas will be used for comparison to determine <br />successful revegetation at bond release. The baseline vegetation information <br />for the disturbed area and the reference area is found in Exhibit J of the permit <br />application. Map 3 shows the baseline vegetation communities and the location <br />of the reference areas. <br />The proposed permanent revegetation seed mix is found in Table 2.05.4-2. <br />A. The Division proposes to approve the use of the following introduced <br />species in the reclamation seed mix: Cicer milkvetch in the permanent <br />seed mix; and Ranger alfalfa and several annual grasses in the temporary <br />seed mix. The applicant has submitted information which shows that the <br />introduced species are desirable and necessary to achieve the approved <br />post-mining land use, and are not poisonous or noxious.
