Colorado Department of Public Health and Environment <br />Air Pollution Control Division <br />McClane Canyon Mining LLC -Munger and McClane Canyon Mines <br />Permit No. 99GA0682F <br />Final Approval -Modification-5 <br />4. The permit number shall be marked on the subject equipment for ease of identification. <br />(Reference: Regulation No. 3, Part B, Section III.E.) (State only enforceable) <br />5. This source shall be limited to operation and process rates as listed below and all other <br />activities, operational rates and numbers of equipment as stated in the application. <br />Compliance with the yearly production limit shall be determined on a rolling twelve (12) <br />month total. Monthly records of the actual operation and processing shall be maintained <br />by the applicant and made available to the Division for inspection upon request. <br />(Reference: Regulation No. 3, Part B, Section II.A.4.) <br />Operation of this source shall not exceed 20 hours per day. <br />Hauling of coal shall not exceed 10,000 tons per day, and 2,000,000 tons per year. <br />Total area of coal stockpiles shall not exceed 0.69 acre. <br />Processing of coal shall not exceed 16,000 tons per day, and 2,000,000 tons per year. <br />6. Emissions of air pollutants shall not exceed the following limitations (as calculated in the <br />Division's preliminary analysis): (Reference: Regulation No. 3, Part B, Section II.A.4.) <br />Particulate Matter: 0.04 tons per yeaz. <br />PM10 (Particulate Matter<10 ~): 0.02 tons per year. <br />Particulate Matter -Fugitive: 49.3 tons per yeaz. <br />PM10 (Particulate Matter<10 µm) -Fugitive: 12.1 tons per yeaz. <br />Compliance with the fugitive particulate matter emission limits shall be demonstrated by <br />not exceeding the operation and process limits, and by the application of the emission <br />control measures. <br />7. This source is subject to Regulation No. 6, Part A, Subpart Y-Standards of Performance <br />for Coal Prepazation Plants, including, but not limited to, the following: <br />Dischazge into the atmosphere from transfer points shall not exhibit 20 % opacity, or greater. <br />In addition, the following requirements of Regulation No. 6, Part A, Subpart A, General <br />Provisions, apply. <br />a. At all times, including periods of start-up, shutdown, and malfunction, the <br />facility and control equipment shall, to the extent practicable, be <br />maintained and operated in a manner consistent with good air pollution <br />control practices for minimizing emissions. Determination of whether or <br />not acceptable operating and maintenance procedures are being used will <br />be based on information available to the Division, which may include, but <br />is not limited to, monitoring results, opacity observations, review of <br />operating. and maintenance procedures, and inspection of the source. <br />(Reference: Regulation No. 6, Part A.
