The provisions of 2.06.2 apply to any person who conducts or intends to conduct surface <br />coal mining and reclamation operations under a permit authorizing the use of alternative minin<~practices on an <br />experimental basis if the practices require a variance from the environmental protection performance standards of <br />Rule 4. <br />2) The purpose of ?.0G.2 is to provide requirements for the permitting of surface coal mining and <br />reclamation operations that encourage advances in mining and reclamation practices or allow nostmining land use <br />for industrial, commercial, residential or public use (including recreational facilities) on an exuerimenntl basis. It <br />does not iucludc small test plots of limited planned duration that affect a small percent of the total area being <br />mining or reclaimed and that do not result in violations of any applicable air or water environmental regulations. <br />(3) Experimental practice means the use of alternative surface coal mining and reclamation operation <br />practices for experimental or research pumases. <br />Permit Renewal No. 3 2.06-I 3/5/99 <br />
