• Technical Report Addressing Request for Site-Specific Points of Compliance and Ground <br />• Water Classii:ication for Bowie No. 2 Mine, Bowie Resources, Inc., Paonia, Colorado <br />• Prepared for Bowie Resources, LLC <br />R Squared, Inc. <br />• January 31, 2008 <br />1.0 Goals: <br />~ 1.1 Establish site-~;pecific points of compliance at the Bowie No. 21ong wall coal mine (the <br />Mine) which excl.i.ide monitoring ground waters within the permit area. <br />• 1.2 Obtain asite-~s ~ecific ground water classification) of "Limited Use and Quality" for ground <br />• water within the p~;rmit area. <br />2.0 Objectives: <br />2.1 Demonstrate 1:l~iat the points of ground water compliance as currently established by Colorado <br />Division of Reclar.iation Mining and Safety (DBMS) are technologically infeasible and <br />economicall~e:asonable, as defined in Colorado Department of Public Health and <br />• Environment (CDl'HE) Water Quality Control Commission (WQCC) Regulation <br />• 41.6(E)(2)/Divisio n of Reclamation, Mining, and Safety (DBMS) Rule 4.05.13(1)(b)(ii). <br />2.2 Demonstrate t:l~.at the ground water at the Bowie No. 2 mine meets the regulatory criteria for <br />a classification of '"limited use and quality" under WQCC Regulation 41.4(B)(5). <br />3.0 Background wind Ground Water Compliance Regulatory Framework <br />Bowie Resources c:~perates the Bowie No. 21ong wall coal mine located near Paonia, Colorado. <br />• The Mine employ:; 280 people and produces approximately five million tons of coal a year. The <br />Division of Reclariiation, Mining and Safety (DBMS) granted Bowie and its predecessors a <br />permit to mine at the Bowie No. 2 Mine in 1997. <br />• The mine is permiitted in accordance with the Colorado Coal Mining Reclamation Act, 34-33- <br />• 101 to 137, C.R.S. Bowie continues to conduct routine ground water monitoring and submits <br />environmental reports in accordance with permit requirements since the mine permit was <br />granted. Mine exlp~~nsion has required Bowie to obtain modifications to the existing permit, <br />• including the estalb~lishment of new ground water monitoring points, many of which are located <br />'~ _. <br />• 1 Use Classification -,Q, formal designation of the uses (e.g. aquatic life, recreation, water supply, and agriculture) <br />. for which the water qi, ality in a stream, lake, or reservoir will be protected. <br />1 <br />
