The affected azeas will be topsoiled and revegetated to meet the <br />requirements of Rule 4.15. <br />Given the area encompassed by TCC's Permit Boundary, there were a number of pre-existing ranch roads in-place <br />prior to any mining disturbance, as shown on the Surface Facilities and Freshwater Systems Map (Map 24, Sheets 1 <br />through 3). These roads have not been modified or improved in conjunction with ongoing mining operations. The <br />roads are utilized by grazing lessees and others for general land management activities and may be utilized, without <br />modification, to access hydrologic monitoring sites. These roads will be retained to support land management <br />activities following completion of mining operations, and TCC has no reclamation obligation relative to these pre- <br />existing roads. <br />The transport system of the Fish Creek Tipple operation consists of a railroad spur, haulroad, access roads, and light <br />use roads.
