Mud Creek Pit -Reclamation Permit Application - 112 (C) Exhibits Page 9 of 67
EXHIBIT D -Mining Plan
SECTION D-7. GENERAL CONCEPT:
It is planned that mining will commence as soon as the permit is issued (within 60 days) and begin from the existing
pit area, stripping and mining relatively small areas (up to 5 acres at a time), and reclaiming as mining proceeds.
Working faces will average 22 feet in height and range from 200 to 600 feet in width. Access above the highwall to
the stripped area and the topsoil stockpiles will be via a ramp from the floor of the pit. Loaders will remove material
from the working face and feed directly into the processing plant, located as close to the working face as feasible.
Based on production levels, portable conveyors or trucks may also be used to haul from the working face to the plant.
As much as possible, the floor of the pit will be left at final grade as mining progresses. Berms and shallow swales
may be placed for storm water and erosion control, but these generally will be part of final reclamation. If wash water
sediment ponds are necessary, these will be located as much as possible in the plant area, or in areas being
reclaimed.
Based on assumptions as discussed later in this Exhibit, this plan is based on disturbing and mining approximately 5
acres per year. This quantity is subject to change, but the sequence will remain the same.
SECTION D-2. PHASES OF MINING:
Mining of the site will be done in four broad phases, with the assumptions discussed above (as shown by green
arrows on Map C-3):
o In Phase I (Year "0"), mining will begin in the existing pit (3.62 acres presently disturbed as shown on Map
C-2), cleaning up this area and expanding it to approximately 8.28 acres (Plant Site A, as shown on Map C-
3). The existing access will be improved to CDOT standards, and connected to the old pit access road (see
Map C-2) to become Road A (on Map C-3). Drainage will be adjusted as necessary for the changed roads,
to prevent ponding and improper discharges. Road A is a permanent road, areas disturbed for construction
of the road and associated drainage will be reclaimed upon their completion, to cropland or grazing land as
appropriate.
o In Phase II (Years 1 to 9), mining will be done to the north-northeast along the edge of the natural bench,
and then the small area north of the off-site ponds. During this phase, Road B (see Map C-3) will be
constructed in segments. Road B is a permanent road, to remain after mining and reclamation is completed,
and will provide access to Plant Site B, discussed below (shown on Map C-3). Near the end of Phase II,
Road C (see Map C-3) will be constructed, probably in segments. Road C will be a permanent road, but
may be reduced in width from the 24-feet shown (and required for pit access) to a narrower traveled way
suitable for future field access.
o Upon reaching the northeast corner, Phase III mining will again begin at Plant Site A and move to the
northeast. (Years 10 to 14). During this phase, Road D (see Map C-3) will be constructed in segments, and
is a temporary road. It will be reclaimed following reclamation of Year 20. r
o In Phase IV, the final phase, mining will move from Plant Site A to the east and north (Years 15 to 20), using
the already-constructed Road D. This phase will require the disturbance and rebuilding of approximately
one-half the length of Road A.
In each "year" of mining (usually 5 acres), the same routine will be followed. As needed, the haul road will be
extended to the planned depth of mining. The entire area will be stripped, with saved topsoil placed in a windrow,
generally on the SE side of the area to be mined. The area will then be mined, and reclamation for most of the area
will begin immediately.
McStone Aggregates, LLC 15 FEB 2008 ©WASTELINE, INC 2008 PN 5006.1-4(009)
