,-F: <br />QUARTERLY COAL WASTE BANK INSPECTION REPORT <br />CDMR Rules 4.09.1(11) and 4.10.2(2) <br />Mine: Southfield Mine <br />Waste Bank MSHA lD_ Nc Primary Refuse Disposal Area <br />Inspection Period: Third Quarter 2007 <br />Inspection Date: Septemt~er 29, 2007 <br />t~neral Description or Reference to Site Plan: <br />The refuse area lies west of the main faq'lities area. Refuse has been placed in designed lifts <br />on a relatively flat terrain. Upslope runoff is diverted away from the disposal area, while runoff <br />from the disturbed area is d~anneled bo a sediment control pond. The mine is in final <br />reclamation and all areas have been sloped to final grade, covered with topsoil, and seeded <br />and muk~ted. <br />Activity During Inspection: <br />Area is inactive with no personnel or equipment on-site. Vegetation density has responded <br />well to this years ample precipitation. No evidence of significant erosion was observed. <br />Perimeter side ditr:hes were open and functional. Cracks, slumps or other signs of <br />potential failure were not obveerved. <br />~~~®`!~~ <br />...-~ <br />. ~ ~0~~ <br />~ ~~ L ~ matron, <br />v,~ ~" 1r`~`9 aid safer! <br />Drainage: (Discussion of springs. seeps, overland and crannel flow, underdrain construction and/or <br />discharge, integrity of 100-year 24-hour drainage structures, and evidence of positive drainage). <br />No springs or seeps were observed on the refuse surface. Positive drainage has been maintained <br />on the tedaimed areas. Drainage and diversion structures were intact. All required underdrain <br />construction has been completed. <br />Observation of Fili Construction: (Description of material, compaction, lift thicknesses, slopes, <br />and construction methods)_ <br />No refuse placement has occurred since December of 2000. Prior to cessation of mining, waste <br />material was placed in alternating lifts of fine and coarse materia! in accordance with the plan as <br />deskxibed in the TerraMatrix report dated December 5, 1996. <br />
