Closure by the <br />Division for this release event required either additional soil excavation. (TR-003) or additional <br />'groundwater monitoring after site dewatering ceases (TR-004). <br />In December 2006 I communicated with you via a-mail and telephone that AI was proceeding <br />with final reclamation activity in the area of the spill and would in conjunction with that activity <br />proceed with the soil excavation option (TR-003) to achieve closure. I advised that excavation <br />had commenced on December 11, that a "hot spot" was encountered and that we intended to <br />proceed as you had suggested, i.e. tracing/excavating to the edge of the plume. <br />Weather conditions prevented proceeding with reclamation and abatement activities throughout <br />the winter months, and these activities were only recently re-scheduled and resumed by AI's <br />reclamation contractor. Additional. abatement activity was conducted on October 8, 2007. The <br />enclosed letter report from Paragon Consulting Group discusses the abatement activity and <br />presents the results of soil and groundwater samples collected at that time. Based upon <br />Paragon's observations and laboratory test results, it appears that excavation to the extent of any <br />diesel fuel plume has been achieved, and it is Paragon's opinion that additional monitoring, <br />assessment or abatement is not warranted. <br />When. we discussed AI's abatement activity last December, you confirmed that excavating to the <br />Aggregate Industries <br />West Central Rrgion, Inc. <br />1707 Cole Blvd., Suite 100 <br />Golden, CO 80401 <br />Connie N.
