Ill. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during <br /> the inspection. Comments also describe any enforcement actions taken during the inspection and the <br /> facts or evidence supporting the enforcement action. <br /> This was a complete inspection conducted by Janet Binns of Colorado Division of Reclamation, Mining <br /> and Safety. Mr. John Weinman of Hydro-Environmental Solutions, Inc. accompanied the inspection as <br /> the permittee's representative. The site is an inactive load-out. The operation is approved to operate as a <br /> load-in facility too, but construction of off loading structures has not commenced. The weather was <br /> cloudy, snowing and cold. Snowpack on the site is estimated at 3-4 feet. Snow is over the top wire on <br /> the barbed-wire fences. The weather degraded during the inspection, started snowing hard and visibility <br /> was limited. <br /> Signs: Mine Identification signs at the loadout area are legible, intact and contain the appropriate <br /> information. <br /> Roads: Loadout haul roads have not been plowed. Load out is currently inactive. The road to the office <br /> trailers and parking area has been plowed. The loadout facilities area was accessed by snowshoes. No <br /> recent activity was apparent on the mine site as noted by the inaccessibility of the site. <br /> Hydrologic Balance: Pond 1 (Truck loop pond) was snow covered. This pond was not discharging. <br /> Pond 2 (Rail loop pond)was snow covered and observed from the road. No discharge was observed <br /> from Pond 2. Mr. Weinman reported that the culverts had been cleaned. Snow covered all the ditches <br /> and culverts, so visual confirmation was not possible. Mr. Weinman reported that one culvert under the <br /> rail road appears to have too flat of a grade and will likely be redesigned this spring. <br /> Records: Records are stored at Hydro-Environmental Solutions office in Steamboat Springs. John <br /> Weinman maintains the records and answered questions regarding records. "Availability of Records" <br /> form is attached to this report. Records were found to be in order. Mr. Weinman also showed the <br /> inspector where the public file is located at the Hayden Public Library in Hayden, CO. <br /> Support facilities: The loadout facilities are snow-covered and inactive. No trains have been down the <br /> track and the track is not plowed. No concerns were noted with the facilities or structures with the snow <br /> cover. <br /> 3 of 4 WHITE-File YELLOW-Operator PINK-Specialist <br />
