III. COMMENTS -COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made
during the inspection. Comments also describe any enforcement actions taken during the inspection
and the facts or evidence supporting the enforcement action.
This was an aerial inspection flown by Harry Ranney of the Colorado Division of, Reclamation, Mining,
and Safety (Division). Oblique aerial photographs were taken on January 31, 2008 and reviewed in
the office by Jason Musick of the Division on February 7, 2008. Photos taken are provided at the end
of the report. No problems were identified in the photographs.
Roads
The Old Tipple Road, North Road, Lower Moffat Road, Center Ridge Pond Road, West Ridge Pond
Road, and West Ridge Road were covered with a substantial amount of snowfall. No problems were
noted in the Photographs.
Hydrologic Balance
All sediment ponds were observed through the aerial photographs. Moffat, Center Ridge, and West
Ridge Ponds appeared to contain water with substantial ice and snow cover evident. All
embankments appeared to be stable and in compliance with no visible signs of erosion or damage.
The four Moffat down drains were covered in snow but appeared stable with no evident signs of
damage.
The "string-of-pearls" permanent drainage channel contained a substantial amount of snowfall with no
signs of damage.
Support Facilities
The permanent buildings at the mine and the area around the buildings appeared to be stable and no
problems were noted. All three permanent sediment ponds appeared to be in compliance.
Revegetation
Due to the high amount of snow cover, any revegetation progress was undetermined during this aerial
inspection.
Slides and Damage
There was no evidence of slides or damage during this aerial inspection
Reclamation Success
Although snow cover made visibility of reclamation success difficult, there did not appear to be any
problems with reclamation at the mine site during this aerial inspection.
