2nd Qtr 2008: Same as 1st Qtr 2008 plus installation and initial sampling of Monitoring <br />Well W-1 and conducting a baseline spi7ng survey. <br />3`d Qtr. 2008: Sample PR Spring and measure water flows at PR Spring, DP Spring, and <br />Whirlwind decline. Sample Monitoring Well W-1 on two-month intervals. <br />4''' Qtr. 2008: Same as 3rd Qtr. 200$ plus sampling and measurements of Packrat Mine <br />inflows and standing water. <br />lst Qtr. 2009: Same as 4`~ Qtr. 2009 plus inspection ofmine by hydrogeologic consultant. <br />2°dQtr 2009: Submit preliminary hydrogeologic report (by consultant) plus continued <br />monitoring as required by DBMS. <br />3`d Qtr. 2009 - 3rd Qtr. 2010: <br />Additional field work and laboratory analysis to better define ground water <br />conditions plus continued monitoring as required by DRMS. <br />4°i Qtr. 2010: Submit hydrogeologic report. <br />The preliminary and final reports will be prepared by an experienced hydrogeologic firm. <br />The objective of the hydrogeologic investigation will be to develop a hydrogeologic <br />conceptual model of the mine area. As work proceeds, data gaps critical to the <br />understanding of mine hydrology and the hydrologic monitoring program will be defined <br />and addressed. Additional data gathering needs cannot be determined at this time but, as <br />discussed under the Ground Water Characterization portion of Attachment A, it may <br />include hydraulic conductivity testing of mine strata, tracer studies, installation of <br />additional monitoring wells, geologic and structural mapping, or other studies <br />recommended by the hydrogeologists. <br />Russ Means: <br />Froth the review it is apparent that there are some issues, particularly ti,~irh graund,varer <br />chatactet•ization, that ,vill need f tt•ther information and study as conditions allotiv. <br />However, staff under stands the dynamics of the situation and some information may not be <br />readily obtained until encountered or as historic mining areas are accessed. Stafffeels that <br />gaining certain comrnitntents from Energy Fuels for continued hydrological <br />characterizations within the permit is a better alternative then stipulations attached to any <br />app-•ovals gt•anted in issuance. Please respond as soon as possible to the issues noted in <br />the attached memos. <br />Staff is requesting that Energy Fuels agt•ee to the following contrnitments as pm•t of the <br />Mine and Reclamation Plans. <br />1) Energy Fuels will submit a quarterly hydrological report to the Division regarding <br />underground ground water conditions.
