East Taylor Fill Inspection Certification <br />On February 5, 2008, I inspected the area in which the East Taylor Excess Spoil Fill is being <br />constructed. The purpose of this inspection was to observe the completion of the topsoil <br />stripping and the completion of the underdrain trench construction. This inspection is <br />necessary to satisfy the requirements of CDMG Rule 4.09.10 (1 a) and Rule 4.09.1 (1 b). <br />All topsoil stripping within the footprint of the spoil was completed prior to or during the <br />summer and fall of ,2007. During the week of January 28, 2008, the underdrain trench was <br />excavated by dozer. The trench has a bottom width of 24 feet and a depth of at least 9 feet <br />throughout the entire profile. The main valley drain closely matches the design alignment <br />within the area excavated. <br />Design requirements for the spoil pile is addressed in Volume 13, Exhibit 21, Item 1, <br />Introductory Letter. <br />In addition to the main valley drain, a lateral drain to seep 17-143 has been excavated. This <br />lateral drain has also been built to a bottom width of 24 feet <br />On February 5, 2008, following excavation of the underdrain trench, the centerline was <br />surveyed. Field measurements were also taken to verify the bottom width of the trench. The <br />attached Table 1 lists the stationing, coordinates, and elevation for the trench centerline. <br />I am a Registered Professional Engineer in the State of Colorado and a representative of <br />Environmental Solutions, Inc, P. O. Box 2996, Cheyenne, Wyoming.
