it <br /> III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Jason Musick of the Colorado Division of Reclamation, <br /> Mining, and Safety. Bob Steele of New Elk Coal Company accompanied the inspection. No <br /> reclamation related activities were being conducted at the time of this inspection. Weather conditions <br /> were cloudy and cold with snow falling at the time of the inspection. Ground conditions were snow <br /> covered throughout the site at the time of the inspection. <br /> Signs and Markers <br /> The mine ID sign was is place at the entrance to the site. The sign appeared to be in compliance and <br /> no issues were noted. Stream buffer markers were in place throughout the site; some of these <br /> markers are older and should be maintained. <br /> Roads <br /> Access roads throughout the site and the light use roads were snow covered. The only other tracks <br /> on the roads were those of Bob Steele to maintain the site. Although the roads were snow covered <br /> access throughout the site was achieved. All roads appeared stable with no problems noted at the <br /> time of the inspection. <br /> Hydrologic Balance <br /> Collection ditches throughout the site appeared to be in good condition. All ditches were snow <br /> covered. Water was not noted in ponds 6 or 7 although there appeared to be substantial snow cover <br /> in the ponds. The newly constructed mine dewatering pond appeared to be holding a small amount of <br /> frozen water with snow cover. The pond embankments appeared stable with no signs of erosion or <br /> damage. Bob Steele mentioned that water will be pumped to this pond, but the pump has yet to be <br /> installed. <br /> Support Facilities <br /> The support facilities at the mine site were not being utilized with the exception of the roundhouse <br /> which was being utilized at the time of the inspection for equipment maintenance. No excess waste <br /> was apparent at the time of the inspection and all facilities appeared to be in compliance. <br /> Overall, this site is appeared to be in good condition for the winter season. <br />
