Colorado Division of Minerals and Geology
Coal Mine Environmental Remediation Fund
Progress Report
July 14, 1999
Scope: $190,000 has been received from Severance Tax Funds for coal mine sites in need of
additional reclamation. During the period July 1998 through March 1999 the site inspections
occurred to assess current field conditions and site remediation plans were developed.
Project bid development is in progress and our work schedule developed to date is as follows:
Sunlight Mine = Bid process underway
ell Pre-bid meeting July 13/Bid Opening July 22
0 d 7 (a Anticipated notice to proceed August 1999
Anticipated work duration approximately 1 week
Hawk's Nest Mine = Draft bid complete
v Anticipated pre-bid early September 1999
Anticipated notice to proceed October 1999
Anticipated work duration approximately 2 weeks
GEC Mine = Extensive erosion at the site during recent rain events
necessitates reevaluation of site plans developed to date.
Anticipated Pre-bid September 1999
Anticipated work October 1999
Jewell Mine = Site plans in progress
Anticipated pre-bid September 1999
Anticipated work to begin October 1999
Hydrologic controls and mine waste reclamation
at inactive and abandoned mines
Progress Report
July 14, 1999
The Legislature has appropriated $160,000 ($80,000 in FY 98-99 and $80,000 in FY99-00)to use
for hydrologic controls and mine waste reclamation at inactive and abandoned mines. The intent
is to use these funds as the required non-Federal match for monies available through EPA and
the Nonpoint Source Program (Section 319) of the Clean Water Act. The original request
restricted the use of these funds to on-the-ground construction activities in the San Juan area of
southwestern Colorado.
Three projects selected through an established Nonpoint Source Program process were awarded
319 funds. These are the San Juan RC & D's Surface Water Infiltration Controls Project, the
Silver Wing Mine NPS Project, and the Salem Mineral Company's Mammoth Tunnel Discharge
Treatment Project. Together these three projects have a matching requirement of over$230,000.
The project sponsors are seeking these matching funds from a variety of sources including the
Severance Tax monies appropriated over the past two years. All three project sponsors have
been contacted and encouraged to submit requests for Severance Tax funds. One request for
$105,600 has been received. The deadline for these requests is July 30 and cooperative
agreements will be negotiated between DMG and the project sponsors.
