111. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a complete inspection conducted by Janet Binns of CDMG. The permit has been revoked and <br /> mine lms been reclaimed. No persons or structures remain on site. The mine has been inaccessible until <br /> Just recently due to snowed in conditions of the roads. Repair work conducted by Division of Minerals <br /> and Geology-AML contractors on November 6, 1997 was inspected. General condition of entire mine <br /> site was in.�pected. Inspection initiated during cluv cloudy conditions with the weather deteriorating into <br /> snow and rain mired. <br /> Main access road has had gravel placed on specified location as noted on attached map location#1. <br /> Rutting of the road south of this location up to the Getty oil well location has occurred. This does not <br /> appear to impede travel on the access road. Shaping of the road has occurred and roadside ditches <br /> appear fiunetional. <br /> Access road to Pit 4. Lower section of road has been graded and is in good repair. 180° turn to West <br /> has experienced cutting at the interior corner. Water from access road is being routed to this corner via <br /> waterbars and roadside ditches. W aterbars on Pit 4 access road are in good repair and performing <br /> appropriately. North facing hillslope adjacent to Pit 4 access road continues to slump as has been <br /> observed consistently over the years,The West facing hillslope adjacent to the Pit 4 access road <br /> continues to slump as well. Run off is able to drain along ditches. Upper sections of Pit 4 roadside <br /> ditch have been worked and are functional. Ditch 4-1 appears to be relatively clear of debris and <br /> functional. Repairs to pond 4 riser have not been implemented. Riser pipe is undercut oil South side. <br /> Pond is currently holding water but well below pond riser. Pit 4 slopes appear in good condition. No <br /> erosional features or gullies were pAoted on the backfilled slope. <br /> Trash removal: 20,000 gallon tank,tires, seeding equipment,and assorted culverts and metal scrap have <br /> been hauled ofTsite and disposed of The storage area has been ripped and seeded and left in a <br /> roughened condition. No problems were noted in this area. <br /> Pit 5: Backfilled slopes w-good repair. Erosional features and gullies are not apparent. Riprap <br /> placement in ditch 5-3 has been done and is holding well. Spring SP-5 was flowing at the time of the <br /> inspection. Vegetation just beginuring to green up on reclaimed Pit 5. No noxious weed were identified <br /> on the pit area. Due the short period of time since snowmelt,little time has passed to allow weedy <br /> species to exhibit themselves. What limited Houndstongue were observed were primarily along <br /> unreclainned roadways. Houndstongue is not listed as noxious by the Routt County Weed Control <br /> Coordinator,however it contains alkaloid that can be harmful to livestock if grazed in large quantities. <br /> Pond 5 receiving inflows mid was discharging clear. East slope adjacent to pond continues to slough <br /> but pond remains functional. Some cutting at the inlet was observed. Spillway remains in good <br /> condition. Mtn. Lion track noted in the soft mud at spillway. Marmots are plentiful at pond 5. <br /> Pit 1: Road to pit 1 not driven. No repairs were enacted to the access road since vehicular access to pit <br /> l was not identified as a necessary concern. Pit. 1 backfilled slopes appeared stable and in good repair. <br /> No gullying noted,no ponded water was Observed. Contour f m-rows appear fusnctioTial. Elk s*n <br /> plentiful throughout Pit 1 area. <br />
