III. COMMENTS - COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> General Comments <br /> This was a partial inspection of Munger Canyon Mine conducted by Dan Mathews and Mike Boulay of the DRMS <br /> Grand Junction Office. Snow cover was 10 to 12 inches deep at the lower end of the mine access road at the <br /> junction of State Highway 139, and the access road is no longer maintained through the winter. Reclamation of <br /> the various disturbed areas at the mine site was completed in the fall of 2007. Due to lack of vehicular access <br /> and the fact that all reclaimed areas in the canyon would be under deep snow cover, we made no attempt to <br /> access the reclaimed sites in the mine portion of the permit area. <br /> On the return trip to Grand Junction, the Loma Loadout was inspected. The reclaimed loadout site was under <br /> approximately 6 inches of snow cover. Containment berm and SAE silt fence at the southeast corner of the <br /> reclaimed area appeared to be intact, and the Mine I.D. sign was in place. <br /> 3 <br />
