f <br /> III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Kent Gorham of the Colorado Division of <br /> Reclamation, Mining, and Safety (Division). A final Phase III bond release application is <br /> pending for the majority of the reclaimed area at this site. Ground conditions were dry with <br /> only patchy snow mainly on north-facing slopes. <br /> General Mine Plan Compliance <br /> Coal bed methane activities were observed immediately adjacent to the east boundary of the <br /> reclaimed area. Bill Velarde, Wildlife Technician for the Division of Wildlife, was working at <br /> the DOW shop building on the west side of the permit area. We exchanged business cards <br /> after a brief discussion. The DOW building now has power and will be a central location for <br /> the management of the Bosque del Oso State Wildlife Area that incorporates the greater <br /> area including the reclaimed area. <br /> Overall, this reclaimed site appeared in normal condition for the winter season. <br /> 3 <br />
