As requested, this letter is a follow up to our meeting this morning
concerning the Frank State Wildlife Area, in west Windsor. The Colorado Division of Wildlife (CROW) holds an
easement in perpetuity on a parcel of land at the southwest corner of Colorado Highway 392 and Weld County
Road 13 on which Serfer Land Ventures is the serviant landowner. The easement originated in the mid 1960's on
a single parcel owned by the Frank family. Since that time the parcel has been cleaved and you currently hold the
property that we talked about at our meeting.
At the meeting also attended by John Warren, of Connell Resources, we began to explore the options of future
uses on this parcel. Because of the potential changes on this land we decided to explore updating the easement
agreement to the mutual benefit of all involved. Hopefully as we work forwazd we will develop options that
allow CROW, Serfer Ventures LLC and Connell Resources to each accomplish their respective goals while
protecting the other's interests. CROW will work diligently to this end. Please feel free to call me at 970-302-
7394 as questions or issues arise.
Sincere, ,
Larry Rogstad
DEPARTMENT OF NATURAL RESOURCES, Hams D.
