III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during <br /> the inspection. Comments also describe any enforcement actions taken during the inspection and the <br /> facts or evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Tom Kaldenbach of DRMS. Henry Barbe of Mountain <br /> Coal Company represented the operator. The ground was covered with less than one foot of snow. <br /> With the operator's consent,this report was issued from the Denver office of DRMS. <br /> The longwall was active in Panel 21. Development work was in progress for panel E-1. <br /> Hydrologic Balance <br /> The mine was discharging a few cfs of clear mine water into Sylvester Gulch from outfall 017. <br /> Sediment control ponds MB-2R(outfall 004), and MB-3 (outfall 005) contained very little water. <br /> Snow cover limited inspection. Neither pond was discharging, and their embankments, inslopes, and <br /> discharge structures appeared to be in good condition. <br /> Roads <br /> More than a foot of snow cover limited inspection of road surfaces, embankments, and road ditches <br /> and culverts, but they appeared in good repair in the main surface facilities area and in Sylvester Gulch. <br /> The operator explained that a pile of snow that has coal material in it will be removed from the gate at <br /> the lab, next to Highway 133. <br /> Processing Waste <br /> The faces of the Refuse Pile Expansion pile and the Lower Refuse Pile showed no evidence of <br /> structural instability. Survey markers were in place on the faces of both piles. The top of the Lower <br /> Pile is being used for equipment storage, as approved. Material has not been added to the Refuse Pile <br /> Expansion for a few weeks. <br /> Support Facilities <br /> No problems were found at the shaft sites in Sylvester Gulch. <br /> Documents Received <br /> No documents were received during the inspection. <br /> 3 <br />
