Conclusion <br />Seneca will minimize the area to be disturbed with this project. For ease <br />of permitting purposes, the total permit area added in this revision was <br />considered to be disturbed. This, in fact, will definitely not be the <br />case since most of the deadhead route will only need to be 60 feet wide. <br />Seneca also is trying to complete this move before adverse weather <br />conditions start during the fall 1996, and to avoid a disruption in <br />stripping plans. <br />Actual Dragline Move <br />The 650 dragline completed stripping at the Seneca II Mine on October 8, <br />1996 and initiated its deadhead to Yoast on the same day. The dragline <br />walked across Routt County Road 27 on Sunday morning, October 13, and <br />reached the Maneotis property drainage under the powerlines later that <br />evening. Significant work had to be accomplished to lower the boom and <br />replace all the wire ropes to allow the dragline to walk safely under the <br />powerline without causing damage to the boom. It crossed under the <br />powerlines on Friday afternoon, October 18, safely and without incident. <br />The 650 reached the Yoast mining area on the morning of October 22. The <br />move occurred approximately three weeks later than anticipated since one <br />additional Wadge pit was stripped, very low overburden, at Seneca II. <br />Revised (1997)Reclamation Schedule and Plans <br />Originally, Seneca anticipated that reclamation of the two deadhead roads <br />would be completed within three to four weeks following the dragline move. <br />Rain and snow during October 1996 prevented Seneca from completing the <br />reclamation activities in 1996. Consequently, Seneca requested, and <br />received approval, to complete the "original" reclamation activities in <br />spring of 1997. <br />Reconstruction of the Maneotis property drainage channel was started, but <br />not completed during fall of 1996. Road berms, silt fencing and hay bales <br />were left in place during winter of 1996/1997 to minimize sediment runoff. <br />A temporary topsoil stockpile was constructed just north of Haul Road A <br />(see Figure 1), which was utilized in reclaiming the disturbed area <br />adjacent to Routt County Road 27, which is where the topsoil came from. <br />Seneca requested a change in the 1997 Reclamation Plan to the area <br />disturbed adjacent to Routt County Road 27. Instead of removing the <br />entire deadhead road constructed, the following plan was implemented upon <br />approval. From the edge of the additional turnout lane requested by Routt <br />County, Seneca will construct a 5H:1V slope out in a southwest direction <br />from the highway shoulder. The issuance of NOV C-97-004 responded to the <br />encroachment of fill material from the deadhead road construction activity <br />into the waterway along Routt County Road 27 between the Hallenbeck <br />TR-36 13-10-6 Revised 08/07 <br />
