III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a partial coal inspection conducted by Jason Musick of the Colorado Division of <br /> Reclamation, Mining, and Safety (Division) on 14 January 2008. The weather was clear and cold on <br /> 01/14 during the on-the-ground inspection of the site. There was a substantial amount of snow cover <br /> throughout the mine site. <br /> Signs and Markers <br /> The mine I.D. signs were in place at the entrance of the Old Tipple Road entering the mine area to the <br /> south and the North Road entering the mine area from the north. <br /> Roads <br /> The Old Tipple Road, North Road, Lower Moffat Road, Center Ridge Pond Road, West Ridge Pond <br /> Road, and West Ridge Road were covered with a substantial amount of snowfall. No problems were <br /> noted. All road culverts were covered with snowfall and therefore unable to be inspected. <br /> Hydrologic Balance <br /> All sediment ponds were observed off of County Road 29 due to substantial snow cover. Moffat, <br /> Center Ridge, and West Ridge Ponds contained water with substantial ice and snow cover evident. <br /> All embankments appeared to be stable and in compliance with no visible signs of erosion or damage. <br /> The four Moffat down drains were covered in snow but appeared stable with no evident signs of <br /> damage. <br /> The "string-of-pearls" permanent drainage channel contained a substantial amount of snowfall. The <br /> Northern end (lowest point near the West Ridge Pond) appeared to be stable with no signs of <br /> damage. <br /> Although all ditches observed at the site contained a substantial amount of snow cover, no damage or <br /> problems were noted. <br /> Support Facilities <br /> Due to the substantial amount of snow cover, the permanent buildings at the mine site were <br /> inaccessible. The permanent office located on Old Tipple Road was observed off of state highway <br /> 131 and appeared stable with no problems noted. All three permanent sediment ponds and the check <br /> dams appeared to be in compliance. <br /> Revegetation <br /> Due to the high amount of snow cover, any revegetation progress was undetermined during this <br /> inspection. <br /> Slides and Damage <br /> There was no evidence of slides or damage during this inspection <br />
