M. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Joe Dudash of the Colorado DRMS.No one represented the operator <br /> during the inspection.The area received a heavy snow the week before the inspection.There was about one to <br /> two feet of snow over the entire reclaimed mine site. <br /> Roads <br /> The deep snow on the Hubbard Creek county road had been graded for access to the Oxbow fan site. Otherwise, <br /> the Blue Ribbon Mine would not have been accessible. The light use road to pond 5 was snow covered but <br /> passable on foot. The entrance road across Hubbard Creek had been cleared of snow. The entrance gate was <br /> locked. <br /> Signs and Markers <br /> The mine ID sign was up on the entrance gate. The required information was on the sign. The"records location" <br /> sign was also on the entrance gate. <br /> Hydrology <br /> Both sediment pond 4 and sediment pond 5 were covered in deep snow. The collection and diversion ditches <br /> were also covered in snow.The Hubbard Creek culverts were functioning properly. <br /> Reclamation <br /> The reclaimed terraces and slopes were covered in deep snow but there were no indications of slope instability. <br /> The reclaimed coal stockpile area was also covered in snow. <br /> c:/word/blueribbon/insp0108 <br />
