Cattany <br />Division Director <br />Regular 112 Construction Materials New Application, Natural Resource Trustee <br />Centennial State Paving, Inc. <br />Pheasant Run Gravel Pit, File No. M-2007-069 <br />January 23, 2008 <br />Introduction <br />On January 23, 2008 the Division of Reclamation, Mining, and Safety ("Division") issued its <br />recommendation for approval of a 112 Construction Materials Application, over objections. This document <br />is intended to provide a basis for the Division's recommended approval over concerns and obj ections to the <br />Pheasant Run Gravel pit application, File No. M-2007-069. <br />The Centennial State Paving, Inc. application was found complete and considered filed with the Division <br />on September 28, 2007. The site is located approximately 6 miles west of the city of Fowler in Pueblo <br />County, Colorado. The property is located in Section 32, Township 21 South, Range 60 West of the Sixth <br />Principal Meridian. The proposed permit area is 92.7 acres in size. The site would be mined in phases as <br />follows: <br />Phase 1 - 27.7 Acres <br />Phase 2 - 18.3 Acres <br />Phase 3 - 18.1 Acres <br />Phase 4 - 15.2 Acres <br />The applicant/operator anticipates approximately 27.7 acres (the extent of the largest mining phase) of <br />exposed disturbance (new disturbance plus carryover acreage and staging) in a typical year when the site is <br />in full production. <br />The proposed post-mined land use for the site is rangeland. Reclamation at the site includes grading of the <br />disturbed acreage, topsoil replacement, and seeding to re-establish vegetation. As stated, all mining and <br />reclamation-related disturbance will be limited to 27.7 acres or less at any one time throughout the <br />operation. <br />I.
