1 Introduction <br />Monument Dam is located approximately 6.5 miles east of Paonia, Colorado. The dam impounds the <br />Dry Fork of Minnesota Creek, which is a tributary of the North Fork of the Gunnison River. The <br />dam is .owned and operated by Minnesota Canal and Reservoir Company (MCRC) of Paonia, <br />Colorado. <br />Mountain Coal Company (MCC) is planning to expand its mining activities at the West Elk Mine in <br />Somerset, Colorado. The mining expansion includes mining the E Seam using longwall mining <br />techniques. The proposed E Seam mine is overlain by gently rolling mountainous terrain and is <br />located close to Monument Dam. As part of the MCC submittal for Permit Revision No. 10 to the <br />Colorado Division of Minerals and Geology (DMG), MCC was requested to evaluate the <br />geotechnical response of Monument Dam and adjacent landslide to mine-induced seismicity. <br />MCC retained a consultant (GEI, 2006) to evaluate, on a preliminary basis, the probable response of <br />Monument Dam to mine-induced seismicity. GEI (2006) determined that some preventive measures <br />were required for the dam so that it has adequate factors of safety under static conditions and that E <br />Seam mine-induced seismicity will not cause material damage to the dam and landslide. <br />Barr Engineering Co. (Barr) reviewed the work by GEI (2006) and provided a conceptual option for <br />corrective measures. This document contains the design report of the proposed modifications to <br />Monument Dam so that it has adequate factors of safety under static and seismic conditions. <br />A document entitled, "Report of Geotechnical Investigation Conducted at Monument Dam," prepared <br />by Barr and associated with this design report, is included in Appendix C. <br />P:\Mpls\06 CO\26\0626067\WorkFiles\DesignReport\FINAL\DesignReportFINAL.doc 1 <br />
