• The final surface as shown on the Post-mining Topography Map (Map 19) will approximate <br />the overall pre-mining grades. Appropriate cross sections that show the anticipated final <br />surface configuration of the proposed permit area, in conjunction with the existing pre- <br />miningtopography, are shown on the Pre-mining and Post-mining Cross Section (Map 20). <br />This final surface configuration also reflects an often neglected concept of providing <br />topographic relief for wildlife habitat. The regrading plan reestablishes escape cover, south <br />facing slopes for wintering big game populations and small drainages suitable as future <br />location of stockponds necessary to achieve the post-mining land use. <br />Colowyo has prepared this reclamation plan with the understanding that some aspects of <br />current reclamation practices are still in the development stages. Therefore, a degree of <br />flexibility has been provided to allow changes and modification as techniques are refined or <br />expanded. Colowyo will continue to evaluate the results of its reclamation plan each year in <br />consultation with the Division and take advantage of each opportunity to try new plant <br />species and materials and new methods for seeding and erosion control. <br />Topsoil Redistribution Plan <br />Prior to any mining-related disturbances, all available topsoil will be removed from the site to <br />be disturbed as discussed in Section 2.05.3, and will be redistributed or stockpiled as <br />necessary to satisfy the needs of the reclamation timetable as described herein. <br />• Final grading before topsoil placement will be conducted in a manner that minimizes erosion <br />and provides a surface for the topsoil that minimizes slippage. If spoil compaction is a <br />problem, the spoil will be ripped with a dozer to minimize compaction, assure stability and <br />minimize slippage after topsoil replacement. Topsoil will then be redistributed and graded to <br />a minimum depth of eighteen inches (6" in a discrete area in Section 10, a Colorado State <br />University shrub establishment study plot with topsoil depths varying from 0 - 18", 12" in <br />Section 11). Refer to Map 28B for an overview of these areas. Topsoil may be applied at <br />depths greater than 18" in selected areas where plants, that may require a deep soil, will be <br />established in conjunction with the proposed post- mining land use. Prior to 2005, the <br />volume of topsoil replaced was calculated based on a known parcel acreage and the required <br />replacement depth. Starting in 2005, topsoil replacement depth was determined based on <br />field surveys, load counts, and in-place stockpile volumes. <br />Starting in 2006, Section 11 of the Annual Report presents a summary of topsoil stockpile <br />volumes, a table showing the replacement depth for each reclamation polygon, and an <br />adjusted version of permit Table 2.05-1, updated to present the topsoil balance as of <br />December of the report year. An additional table is also provided in Section 11 of the Annual <br />Report which details all topsoil stripping and replacement movements during the report <br />period. This includes measurements of areas and volumes.
