Stvia: - 2.05.4 <br />designed with a minimum roadway width of 30 feet to accommodate anticipated traffic <br />• levels and loads. Actual constructed road width waz limited in some areaz by site <br />conditions and practical constructton constraints. Prior to rmaation of final site <br />reclamation, OMI and the DMG will jointly review the az-built road configuration and <br />conditions to detemvne what, if any requirements for partial road reclamation or <br />modification may be appropriate for long-term road retention. The road will be retained <br />to provide permanent access to the Somerset Cemetery and Elk Creek Carryon, but may <br />be narrowed or otherwise modified to enhance long-term stability based on the results of <br />the joint review. Considerations to be taken into account in determining any road <br />reclarrration/modification requirements will include safety, long-term drainage, slope <br />stability, maintenance requirements, and opportunities to mimmi~r any unnecessary new <br />or re-disturbance. <br />Elk Creek Road -Similar to the West Valley Haul Road, the Ellt Creek Haul Road <br />extending up Elk Creek Canyon to the Ells Creek Mine portal bench will be retained az a <br />permanent road to provide access through the lower and middle part of Elk Creek <br />Canyon to the existing road extending further up the canyon. Because this road is <br />designed to be approximately 20 feet wide, consistent with rue az a haul road only if the <br />Elk Creek Mine overland conveyor is down, modification or partial reclamation of the <br />road will not be necessary and the road will be retained in its az-built configuration. <br />• Sanborn Creek Road -The existing Sanborn Creek Mute road runs through the mine <br />facilities area to the Sanborn Creek Mme portal area and connects to old State Highway <br />133 just beyond the mine portal area. This road and a portion of the existing Elk Creek <br />culvert will be retained to provide continued access to the area east of Ells Geek and a <br />connexion to the old State IFighway. The Sanborn Creek Road is approximately 20 feet <br />• wide, is currentlystable, and will not require modification or partial reclamation for long- <br />term retention. Outing removal of the remainder of the Elk Creek culvert and <br />restoration of the Elk Creek channel, the condition of the culvert in the area of the <br />Sanborn Cmek Road will be detemrined. If the culvert is in good condition consistent <br />with long-term retention, it will be retained. Otherwise, it will be replaced with new <br />culvert of the same size. <br />The culven under the highway and railroad tracks u owned and maintained by the Colorado <br />Department of Highways. The disposition of this culvert will be determined by any future needs- for <br />continued railroad haulage in the upper part of the Nonh Fork Valley following completion of all <br />mining for OMI's coal properties. The Department of I~ighways is responsible for ongoing <br />maintenance of the culvert az well az any decision to remove the culvert and subsequent reclarrtation <br />of the azsociated disturbance area. <br />All concrete fotindations will be demolished to at least two feet below surface. Prior to foundation <br />demolition, foundation pads and adjacent areas will be inspexed for evidence of petroleum spills or <br />chemical staining and tested, if indicated by inspection, for any potentially hazardous materiak (i.e. <br />hydraulic fluids, antifreeze, oils, solvents or similar materiak. If no spilk or stains are observed, it will <br />be assumed that the areas are clean and do not require testing. If exposed foundations are not <br />contaminated, they will be rubblized and buried in place or rued az backfill either in the reclaim tunnel <br />slot or against the tce of slopes during reclamation. If inspexion and subsequent testing indicate <br />contamination, the concrete will either be cleaned, mbblized, and buried on-site or rubblized prior to <br />removal and disposal at a properly licensed off-site facility. If foundations are found to be <br />contaminated, areas beneath the foundations will be tested following foundation removal and <br />appropriate remedial measures (soil removal and cleaning to eliminate or neutralize conta.,,in~~ts~ <br />. implemented based on testing results. Septic syscenu and associated leach fields will be <br />decommustoned and removed or backfilled in accordance with applicable local and state <br />requiremenu at the time of closure.
