S~irn- 2.05.3 • Soil is recovered from stockpile for placement following final grading of reclaimed . disturbance areas. The regraded surface is roughened and scarified to provide a good bond between the soil and underlying materials and to promote moisture infiltration and root penetration. The surface of the replaced soil materials is leh in a roughened condition to promote infiltration, **~iri**-~P runoff, and provide a good seedbed for revegetation. All available stockpiled soil materiak will be utilized in reclaimirtg mine disturbance areas. Replaced soil materials and the underlying graded overburden materials will be sampled to a total depth of 3 feet as the basis for evaluation of suitability and selection of anyappropriate soil supplements. Soil recovery and handling plans are detailed in the Soi] Recovery and Replacement Plan included in Exhibit 2.05-E5, Reclamation Details. Overburden Because the OMI operations are limited to undetgrotmd mining, information requirements for overburden removal and handling plans are not applicable. In conjunction with surface facilities development and construction, however, occasional blazting activities maybe required az addressed in the following settions incompliance with applicable provisions of Rule 4.08. This blasting plan addresses those procedures utilized for the occasional surface or underground blasting required in conjunction with ongoing underground mining and related support operations. Generally, blazting is limited to fragmentation of rock materials so that they can be excavated during mine development or facility and road construction; fragmentation of large racks which may roll downslope into active operating areas; fragmentation of rocky material which may become hung-up in • the coal handling system; and demolition of concrete foundations and structures in conjunction with facilities modifications or reclamation. Each blast is documented by a blasting record prepared by or under the supervision of the individual responsible for blasting operations. Blazting records are maintained at the mine site for at least three yt:ars and are available on request for inspection by the DMG or the public. Blast records include the following specific information: • Operator name • Location, date, and time of blast • Name, license number, and signature of Licensed Blaster in charge of blasting operations • Description, direction, and distance in feet from blast to the neatest structure, dwelling, public building, school, church, or communiryor institutional building • Weather conditions including temperature and wind speed and direction • Type of material being blasted • Sketch of blast pattern(s) showing number, diameter, and depth of holes; burden; spacing; delays; and decking (if any) • Type of explosives used • Total weight of explosives used and ntarrimum weight per 8-millisecond delay • Blast initiation system • Type and length of stentnring PR04 2.05-39 Revised May 2001
