Setziwt - 2.05.3
A transfer point will allow coal refuse or mine development waste to be diverted through a
discharge chute to a temporary stockpile. As material accumulates in this pile it will be
loaded and hauled to the West Valley fill disposal area. The conveyor will have a capacity
consistent with the rnaximtun annual production rate of 4,800,000 tons annually The
conveyor design includes partial covers for dust control, walltways for inspection and
maintenance, and emergency stop controls in compliance with applicable MSHA safety
regulations.
L. North Elk Creek Soil Stockpile -The existing Elk Creek soil stockpile will have to be
moved to accommodate construction of the new Sedimentation Pond D. Soil materials
from this existing stockpile will be placed, along with all soil recovered from the Elk Creek
Mine surface facilities disturbance azea, in a new soil stockpile constructed on the east side
of Elk Creek, near the northern limit of the new mine disturbance area. Projected stockpile
capacity is approximately 65,200 (18,600 cy from existing stockpile, 46,600 cy soil salvage
from Elk Creek Mrne disturbance areas) cubic yards and will be verified by survey
following completion of soil relocation stockpiling activities. Compliance with applicable
design and stability requirements is addressed by the Slope Stability Analysis for Elk Creek
Mine Portal Bench Fills and Soil Stockpile (Montgomery Watson, 2000). Additional details
on soil material handling and storage are provided in Section 2.05.3(5).
M. Petroleum Storage Facility/ Washbay Facility - A combination petroleum storage facility/
washbay facility is located south of the Elk Creek portals. The facility is a combination
cinder block wall construction on a concrete foundation. It houses bulk fuel, oil and
emulsion tanks and drum, tote and pail lubricant storage. The washbay includes a steam
cleaner, sediment sump and a oil water separator system
N. Sump Water Injection Borehole - A sump water injection borehole is located northeast of
the upper Elk Creek facilities pad area. The borehole facilitates the transfer of water from
the D seam water collection sump to the old B seam/C seam (Somerset mine) workings.
The borehole consists of a 6 ''/a" borehole with a steel 4 ''/z" casing set approximately 499'
to the underlying B seam workings. The well completion diagram is found in Exhibit 2.04-
E4, Hydrologic Information, Item 3, Well Completion Diagrams.
TR-50 2.05-23a Revised February 2(105
