Section - 205.3
protection measures. This powerhne and the associated access road remain,
although the powerline has been de-energized.
E. Sedimentation Control -See subsequent sediment control section.
Roads -See subsequent roads section
Blue Ribbon Mine Facilirv
The reclaimed Blue Ribbon Mine (CDMG Permit C-1981-047) is located along Hubbard Creek. The
minesite was closed and the disturbed surface (portals, shop, coal handling, etc.) reclaimed in the mid-
1980's. Blue Ribbon has continued to be monitored and maintained under extended reclamation
liability by the operator MINREC Inc. until such time that it is ready fox final Phase II and Phase III
releases. In the interim, Phase I bond release was successfully obtained in 1987.
The surface estate occupied by the reclaimed Blue Ribbon minesite is owned by Oxbow Mining, LLC,
The entire Blue Ribbon permit area lies within the OMLLC permit area.
OMLLC submitted NOI No. X-2004-223-OS to the Division on March 19, 2004. The NOI included
a proposal to complete exploration drilling activities at two sites (ECM-04-15 and ECM-04-18)
located on or accessed across reclaimed Blue Ribbon disturbance. One additional site (ECM-04-22)
is located on the Elk Creek Federal coal lease but will be accessed across the Blue Ribbon reclaimed
area. Refer to Section 2.02 for a description of coal exploration activities.
The two proposed drill sites and associated 1,570' of 12 foot wide access roads disturbance totals
approximately .66 acres. The reclamation liability carried by OMLLC for the reclamation of the
disturbance located on the Blue Ribbon reclaimed area will be conducted in accordance with CDMG
Rule 3.03 Release of Performance bonds rather than NOI bond release procedures. A map showing
the affected area can be found in the OMLLC Minor Revision 73 file.
Technical Revision 49 (TR-49) and Technical Revision 52 (IR-52) submitted to the Division provides
details for the construction of the Hubbard Creek Fansite on the Blue Ribbon Mine. Within Exhibit
2.05-E1, Map 2.05-El-HFS shows the area affected and facilities associated with the Hubbard Creek
Fansite.
1VIIt-78 2.05-12b Revised May 2006
