§2.05 APPLICATION FOR PERMIT FOR SURFACE OR UNDERGROUND MINING ACTIVITIES - <br />MINIMUM REQUIREMENTS FOR OPERATION AND RECLAMATION PLANS. <br />2.05.9 Reclamation Plan <br />(2) (d) (Cont'd) <br />During July, 1983, 29" of topsoil was stripped from the initial <br />portion of the West Ridge waste disposal pile. The topsoil was <br />stored nearby and utilized throughout the year for construction of <br />the soil berms around the waste disposal pile. Subsoil which was <br />excavated during construction of the waste disposal pile was also <br />stored nearby and utilized for construction of berms. Soils were <br />resampled prior to the expansion of the West Ridge waste disposal <br />area and a sieve analysis performed. Based on the results of the <br />sieve analysis, 0" to 9" of topsoil were stripped and will be <br />replaced on the remainder of the West Ridge waste disposal area. <br />Future enlargement of the waste disposal area will follow procedures <br />outlined in the Proposed Topsoil Handling Procedures. See the <br />Soils-Tests Appendix in Volume 9 for more information. <br />The material that forms the base of the temporary R-O-M stockpile <br />and the R-O-M stockpile will be utilized during final reclamation to <br />backfill the mine fan level and portal level. The area will be <br />reshaped to approximate original contours. Plant growth media will <br />be redistributed over the site. The area will be seeded with the <br />permanent seed mixture presented in Section 2.05.9(2)(e)(ii). <br />Sedimentation pond Nos. one through four, the timber storage area <br />pond and the west mine diversion ditch were constructed in 1976 and <br />1979. Topsoil was salvaged and redistributed over nearby areas <br />following construction. <br />Node 22 (Borehole 7) was installed during the fall of 1981. Topsoil <br />was salvaged from the borehole site and redistributed over the area <br />following construction. <br />Eight inches of topsoil was salvaged from the sewer water holding <br />pond site and distributed over the pond outelopes following <br />construction during August, 1982. The pond was constructed to <br />contain effluent from the sewage treatment plant, allowing the waste <br />disposal pond and sedimentation pond Nos. three and four to dry for <br />cleaning. <br />Due to a failure in the outslope above the main diversion ditch, the <br />cut was reconstructed during October, 1982. Ten inches of topsoil <br />was salvaged from a 0.22 acre area at the crest of the cut and <br />stockpiled an the fan level.
