RULE 4 PERMANENT PERFORMANCE STANDARDS <br />4.01 GENERAL PROVISIONS <br />4.01.1 SCOPE AND OBJECTIVES <br />Rule 4 establishes the minimum environmental protection performance standards to be adopted and implemented under the <br />Colorado regulatory program for surface coal mining and reclamation operations. <br />EC has included information within this Section to ensure that underground mining activities are conducted in a manner, <br />which preserves and enhances environmental values. <br />4.02 SIGN AND MARKERS <br />4.02.1 SPECIFICATIONS <br />EC has and will continue to post and maintain all signs and markers required by Section 4.02. All signs will be designed <br />and placed to be readily visible and understandable and will be of a uniform design. The signs will be made of metal or <br />wood and will be sufficiently durable to withstand the extreme climatic conditions inherent in this area. All signs will <br />conform to any state and local ordinances and codes. <br />4.02.2 MINE AND PERMIT IDENTIFICATION SIGNS <br />Appropriate signs identifying the permit area will be displayed at all points of access to the permit area from State Highway <br />13. These signs will indicate the name, business address, and the local telephone number of EC and the identification <br />number of the current permit. Permit identification signs will be maintained until all disturbed areas have been released <br />from bond. <br />4.02.3 PERIMETER MARKERS <br />The perimeter of all areas affected by surface operations will be clearly marked. <br />4.OZ.4 DiJRATION OF MAINTENANCE <br />EC will maintain signs and markers throughout the life of the operation or post new signs and markers as necessary. <br />4.02.5 STREAM BUFFER ZONE MARKERS <br />Buffer zones established under the provisions of Section 4.05.18 will be clearly marked. <br />4.02.6 BLASTING SIGNS <br />Since no surface blasting activities will be conducted, this section is not applicable. <br />4.02.7 TOPSOIL MARKERS <br />EC will clearly mark all stockpiled topsoil material with signs reading "Topsoil". <br />Permit Revision 04-34 4.01-1 Revised 7/2/04 <br />
