The performance standards of Section 4.03 for the various roads at the Eagle mine complex are met by the following:
• County roads, maintained by EC, and all other roads aze subject to the BACT requirements of EC's Air Quality
Permit.
• Roads to be reclaimed are subject to the post-mining land use requirements as set forth in this pemvt.
• All roads are designed and maintained to ensure the safety of the public through proper grades, cuts, fills, and so
on.
In order to determine compliance with the CMLRD performance standards, the engineering company of CTL-
Thompson, Inc. was requested to evaluate all access and haulage roads on the EC property. The report issued by
CTL-Thompson, Inc. verified that all roads utilized by EC are in compliance with the performance standards. The
CTL-Thompson, Inc. report is included in Exhibit 17, Road Certification.
As per Map 27, there are a number of haul roads associated with the mine complex. Although the haul roads have
been used mainly [o transport development waste and coarse reject from the rotary breaker to [he waste disposal areas,
they were designed and maintained to haul road requirements. Figure 56A provides a typical cross-section through
haul road A.
Haul road A will be utilized to transport coal from the existing coal handling facility to its intersection with County
Road 107. Moffat County is allowing EC to use County Road 107 for coal haulage.
Haul road A is apre-existing road that was built prior to the enactment of the Surface Mining Control and
Reclamation Act of 1977. The road was constructed in accordance with accepted road construction practices, and as
such culverts were placed in the various drainages [he roads crossed. Map 27A shows [he road location, and Figure
S6A provides a typical cross-section. Peak flow information obtained from Trapper Mine's permit document indicates
the peak flow in West Buzzard Gulch is 178 cfs, while the East Buzzard Gulch peak flow will be 13 cfs from
Trapper's pond (East Buzzard #1R). Presently, 16-inch CMP pipe is in place in both of these drainages. Also, a 16-
inch CMP is in place in an unnamed tributary east of East Buzzard Gulch.
EC's calculations indicate that the West Buzzard Gulch culvert should be 60 inches in diameter, while the East
Buzzard Gulch culvert should be 36 inches in diameter. The eastern most culvert is more than sufficient to handle the
runoff from the small drainage area. This culvert will handle a peak flow up to 13 cfs. Dense vegetation is
established at the inlets and outlets of the culvert. Therefore, rock headwalls will not be constructed.
Additional work will be done on haul road A prior to using the road. The work will include upgrading the culverts to
the required size, as presented above. Once the new culverts are placed, the inlets will be protected by either wing
wall or rock headwalls.
Haul Road A joins Moffat County Road 207 in the southwest comer of section 28 T6N 91 W as shown on May 27A.
Moffat County Road 107 located in section 28 has not been vacated to EC. As stated above, Moffat County will allow
EC to haul coal over this road.
The existing road located within Trapper's permit area overlies EC's State of Colorado coal ]ease, and as such, EC has
the ability to use the surface to the extent needed to mine the coal. Trapper has been contacted and an agreement will
be reached with Trapper for use of the road. Once [he haul road is used by EC i[ will be EC's responsibility for
maintaining the haul road in compliance with the regulations until such time as it is reclaimed or left as a permanent
post mining road. If the road will become part of the post mining road network, a revision will be submitted to [he
Division requesting approval for [his use.
Haul road A will be surfaced with a durable material, such as crushed red rock or gravel, capable of handling the
anticipated vehicle load. Both red rock and gravel have been used successfully at EC's operation. Therefore, either of
these materials will provide for a durable surface. It is anticipated that tandem trailer trucks, which can hau148 -
Permit Revision 04-34 2.05-17 Revised 7/2/04
