2.2.1 Buildings and Other Structures <br />A power line was constructed from the mouth of Munger Canyon to the mine site <br />in 1983 and removed as part of the final reclamation effort in 2007. <br />2.2.2 Access and Haul <br />Access to the Munger Canyon Mine is from Colorado State Highway 139 <br />(Douglas Pass Road) as shown on Figure 1.1-2. During 2007, the upper portal bench <br />road was reclaimed. The width of the lower portion of the road was reduced to about <br />eight feet and left in place to provide access for the BLM grazing leaseholder and for <br />the Operator to monitor and maintain the reclaimed areas. The section of the lower <br />road from SH-139 across the private land has not been reduced in width. The transition <br />between end of the lower road and beginning of the reclaimed upper portal road is <br />• shown on Figure 2.2-7b. <br />2.2.2.1 Waste Disposal Haul Road <br />A road is a surface right-of-way for purposes of travel by land vehicles in coal <br />exploration or surface coal mining and reclamation operations. A haul road is any road <br />used for the transportation of coal, spoil or coal mine waste. <br />Access to the waste disposal area is from Colorado State Highway 139 as <br />shown on Figure 2.2-7b. The existing road along the Munger Canyon floor was <br />previously improved by the Operator. Sub-base preparation included compaction of <br />material in 8-inch lifts. Pit run gravel and crushed gravel surfacing was applied to <br />improve the road surface. <br />Gravel surfacing on the road and the vegetation on the road shoulders assured <br />that erosion, siltation, pollution of air or water, and damage to public property was <br />controlled. These controls also assured that no damage to fish and wildlife or other <br />related environmental values occur. <br />RN-05 2-6 09/07 <br />
