• 1.0 INTRODUCTION <br />The Operator was engaged in the operation of an underground mine site <br />associated with Federal Coal Leases C-0125439, C-0125515, and C-0125516. <br />The leases are situated approximately 20 miles north of Loma, Colorado as <br />shown of Figure 1.1-1. <br />The Operator conducted mining activities at the Munger Canyon Mine in the <br />Cameo and Carbonera Coal Seams. Most of the activity was in leases C- <br />0125515and C-0125516 but limited activities also occurred in C-0125439. <br />Activities at the McClave Canyon Mine will extract the majority of the coal from <br />C-0125439. All operations will be in accordance with the rules and regulations of <br />the Office of Mined Land Reclamation. <br />Mining activities at the Munger Canyon Site began in 1977 under authority of an <br />exploration permit issued through the USGS. The activities were subsequently <br />permitted through the Colorado Mined Land Reclamation Board and the Federal <br />Office of SurFace Mining. A historic account of the activities and permitting efforts <br />is included as Section 1.1. <br />The initial submittal of this application was complicated because there were <br />problems associated with collection of baseline data under guidelines, rules and <br />• regulations implemented following the completion of the earthwork to develop the <br />site. An attempt was made to adequately describe and present these conditions <br />pursuant to the regulations promulgated after actual disturbance. <br />The initial field work for this permit application was conducted by the staff of <br />Mountain Minerals, Inc., a division of R. V. Lord and Associates, Inc., Boulder, <br />Colorado with supplemental studies conducted by: <br />Western Resource Development Corporation of Boulder, Colorado -Soils and <br />Vegetation. <br />Geo-Hydro Consulting, Inc. of Denver, Colorado -Groundwater Hydrology <br />Hydro-Triad, Ltd. of Lakewood, Colorado -Surface Water Hydrology <br />Site specific information provided in this document includes: <br />Site Conditions -Environmental Baseline <br />Mining Methods <br />Ancillary Facilities <br />Reclamation Plan <br />Environmental Control Measures. <br />.~ <br />~v-" Page 1-1 09/07 <br />
