indicate that while surface and groundwater resources are limited in areas <br />affected by the Southfield operations, they will be adequate in terms of <br />both quantity and quality to support these proposed uses. <br />As described in Sections 2.05.4, Reclamation Plan and 2.05.6, Mitigation <br />of Surface Coal Mining Operation Impacts, the existing temporary diversion <br />on Magpie Creek will, upon completion of mining and related activities, <br />be modified to meet regulatory requirements far permanent diversions. <br />None of the other major drainages in the mine, loadout or adjacent areas <br />will be directly affected by mining and related activities. In addition, <br />natural surface flow patterns will be reestablished by reclamation of <br />disturbance areas to ensure effective transmission of surface water runoff <br />and minimize potential erosion. <br />Changes in water quality will be minimized during active mining and <br />reclamation through specific operation practices, localized drainage and <br />sediment control practices, and the use of drainage and sediment control <br />structures. The quantity of water available for proposed post-mining land <br />uses after complete reclamation of all surface disturbance including <br />sedimentation ponds will not be appreciably different than under pre- <br />mining conditions. Temporary localized depression of the piezometric <br />surface may occur in the mine area due to underground operations. <br />Continuous recharge following completion of mining will effectively <br />restore pre-mining piezometric levels and groundwater availability will <br />not be significantly impacted. <br />Water quality standards and effluent limitations for discharges from the <br />Southfield permit areas are regulated by the U.S. Environmental Protection <br />Agency and the Colorado Department of Health under the terms of NPDES <br />Permit Nos. CO-0036595 (Mine Area) and CO-0037109 (loadout Area) which are <br />included in Exhibit 4, Other Permits. Compliance with applicable NPDES <br />effluent limitations is obtained by diversion of runoff from undisturbed <br />areas around areas effected by mining operations, drainage and sediment <br />control measures, reclamation practices designed to effectively restore <br />effected areas, and a comprehensive ongoing monitoring program. Water <br />quality control measures are discussed in detail in Section 2.05.6, <br />Mitigation of Surface Coal Mining Operation Impacts. <br />4.05-2 <br />
