Maintenance <br />• EFCI has a comprehensive road maintenance program designed to assure <br />continuous safe and efficient haulage operations, control fugitive dust, and prevent <br />potential adverse environmental impacts. Regular road maintenance includes <br />grading to provide a smooth operating surface, remove rocks, refuse, debris and <br />snow, and maintain the design road profile. In addition, watering is utilized as <br />necessary to control fugitive dust. EFCI also regularly inspects all active roads as <br />required, repairs and stabilizes any embankment areas effected by erosion. <br />Reclamation <br />As previously noted in Section 2.05.0, Post-Mining Land Use, EFCI plans to retain <br />the haul road as an existing feature of the post-mining configuration to assure <br />continued access for surface owners and support post-mining land uses. <br />Sufficient time will have transpired by the end of the reclamation liability period to <br />determine whether or not haul road cut slopes will remain stable. If a question <br />remains regarding slope stability, appropriate measures can be developed in <br />cooperation with the land owner at that time to ensure that no significant <br />environmental damage or harm to public health or safety will result. <br />4.03.3 Light-Use Roads <br />The locations of all existing light-use roads are shown on the Mine Plan Map, (Map <br />17), Haul and Light Use Roads Map, (Map 19), and Southfield Reclamation Plan <br />Map, (Map 30). Light-use roads will be utilized only on an occasional basis for <br />light vehicle traffic. <br />Light-use roads have been located along ridges and on high ground wherever <br />possible. To the extent possible, light-use roads are not located in wet, steep, or <br />potentially unstable areas or in the channels of intermittent or ephemeral streams <br />.~ where effective reclamation of the roads would be limited by site conditions. <br />MR-44 4.03-6 Revised -May 2002 <br />
