EFCI has purchased and maintains on-site 70 feet of 12-inch PVC pipe to <br />serve as replacement pipe in the unlikely event of breakage due to <br />Southfield operations. EFCI will repair or replace appropriate sections of <br />the water line which are clearly shown by the monitoring program to have <br />been damaged by subsidence resulting from Southfield mining operations. <br />EFCI will continue to work closely with the City of Florence in all aspects <br />of these monitoring and repair commitments. In addition, EFCI will <br />cooperate where possible in planning efforts for long-term water supply <br />for the City of Florence. <br />Subsidence Survev <br />The subsidence survey section of the Subsidence Survey, Subsidence <br />Monitoring, and Subsidence Control Report prepared by RMG in 1983 <br />applied to the active mining phase of EFCIs operations and a reasonable <br />period thereafter to validate subsidence predictions. The RMG report <br />covers all sections as specified by Rule 2.05.6(6). The subsidence survey <br />program developed by RMG is presented in Exhibit 23, Subsidence <br />Information. The survey plan details predicted subsidence, planned <br />mining methods, geologic properties, local mining experience relative to <br />resulting subsidence, and a description of predicted subsidence <br />phenomenon. <br />The angle of draw in the permit area was predicted by RMG and <br />measured by EFCI. The angle of draw range predicted by RMG in 1983 <br />was 20 to 25 degrees. The apparent angle of draw measured by EFCI <br />varies between i9 and 29 degrees and compares favorably with original <br />RMG predictions. The apparent angle of draw is based on observed <br />subsidence, as measured by EFCI, ranging between 0.03 and 3.21 feet. <br />RMG predicted the angle of draw based on probable subsidence ranging <br />from 1.46 feet to 5.85 feet and a projected worst case vertical subsidence <br />range of 2.60 to 4.36 feet. <br />The location of proposed mine workings and the areal extent of affected <br />surtace areas as defined by a predicted maximum angle of draw 29 <br />degrees has been illustrated on the Mine Plan Map, (Map 17). The extent <br />of disturbance is based on projected mine production for the remainder of <br />active mining and an maximum angle of draw of 29 degrees. <br />TR-36 2.05.6-66R Revised -October 2003 <br />
