• . During 1999 the Operator imported coal from the Bowie Mines. Some of this <br />coal was washed and the reject material placed in the CRDA #1 & #2 piles. The <br />DMG expressed concerns about the stability of the piles since the reject from the <br />imported coal could have different strength properties compared to the reject <br />from coal mined from the North and South Portals. The Operator committed to <br />analyze the stability of the piles within 60-days after the active bench elevations <br />exceed the current elevations by more than five feet. The current elevations are <br />presented on Figures 13-6 and 13-7. Figures 13-6 and 13-7 show the elevation <br />of the top of CRDA #1 & #2 piles respectively effective September 23, 1999. <br />The tops of both CRDA #1 & 2 piles have been covered and vegetated. <br />Therefore, no additional material will be placed on the top of the piles. The <br />Operator left the road to CRDA-1 open to accept coal and refuse material from <br />other ongoing reclamation activities. This remaining disposal area has a <br />capacity of at least 3,000 tons of refuse material. This road is within the coal <br />mine waste disposal area, therefore it is not a DMG regulated road. The road <br />begins at the west end of Haul Road No. 5 and extends to the top of CRDA-1. <br />• The Operator could dispose of a small amount of coal mine waste from the <br />McClane Canyon Mine at the CDRA #1 pile in the location noted above. Coal <br />mine waste is spread and compacted until the unit dry weight of the lift reaches a <br />value not less than 90% of the maximum unit dry weight attained in a laboratory <br />compaction tests. The Operator will not alter its reclamation schedule in order to <br />accept coal mine waste from the McClane Canyon Mine. The refuse piles will be <br />graded, covered and seeded according to the approved reclamation schedule <br />without regard to any agreement to accept coal mine waste from the McClane <br />Canyon Mine. <br />2.05.3(9)& (10) Return of Coal Mine Waste to Abandoned Workings <br />Disposal of coal processing waste underground was attempted but was not <br />found to be feasible. References in the permit application to this system are no <br />longer valid. <br />Descriptions, locations and cross-sections of waste disposal structures are <br />discussed in Section 2.05.3(8).
