III. COMMENTS - COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> General Comments <br /> This was an aerial inspection of the Roadside Portals Mine. The site was flown on the morning of 12/13/07, and <br /> 11 oblique and near-vertical digital images were recorded by Harry Ranney of DRMS. Dan Mathews of DRMS <br /> viewed the images on 12/19/07. Weather conditions appeared to be clear, with a skiff of snow on shaded areas. <br /> Images covered the South Portal facilities area, CRDA waste disposal sites and adjacent areas, the North Portal <br /> reclaimed area and the UTL loop area. <br /> The South Portal area reclamation project was continuing, and it was apparent that considerable work had been <br /> accomplished since the previous site inspection of November 27. Lower facilities area clean-up, grading and <br /> topsoiling appeared to have been substantially completed, and reclamation grading of former portal bench <br /> Access Road 1 was in progress. Material had recently been dumped in Pond 8, to facilitate the pond down- <br /> sizing approved in PR-3. The stockpile of topdressing material remained in place on top of the RSRDA waste <br /> disposal site. <br /> There was no activity at the UTL; apparently the soil borrow project approved in PR-3 has been completed. <br /> No problems were evident in the images; sediment ponds that were visible were dry, or nearly so, and site <br /> disturbances appeared to be contained within approved sediment control systems. <br /> 3 <br />
