3.1.4 Public use: <br />The mine site is private land and a private business, sad farming. The Applicant/Operator has no <br />intent to allow public use of the land either during mining or site reclamation. <br />3.1.5 Reclamation Measures -Materials Handling: <br />(1) Grading: Very little site grading, relatively speaking, will be necessary. It is the <br />intent of the Applicant/Operator to mine the final in-pit slopes at 3H:1 V upon <br />approaching the final in-pit slope configuration. <br />All excavated pipeline trenches will be backfilled with suitable bedding materials and <br />excavated material. Any excess excavated material will be spread within the area <br />disturbed for pipeline construction to blend with the surrounding terrain. All excavated <br />material excavated for construction of the pipelines gates and pump stations will either be <br />hauled for disposal within the mining area (pits) and/or spread within the bounds of the <br />area disturbed for construction of the structure. <br />All material excavated for construction of the Excelsior Ditch will either be used for <br />permanent visual berms and/or construction of earthen dams (dependent on the quality of <br />the material for such construction), limited pit backfill. (Given that the proposed post <br />mining land uce is developed water storage reservoir, hac~ll of the Pits with waste <br />material is not a preferred alternative.) If off-site use of such material can be found and <br />it is not needed for reclamation, then these materials will be transported off site. <br />(2) Backfilling: Where backfilling is required as noted above, it will be done in lifts and <br />compacted as specified in the construction designs. <br />(3) All grading shall be done in a manner to control erosion and siltation of the affected <br />lands, to protect areas outside the affected land from slides and other damage: <br />Appropriate erosion control methods will be used where drainage into the mining pits <br />cannot be ensured. Where it is safe for equipment and operators, grading will be done on <br />the contour. Since the final slopes for the East and West gravel Pits will be incised into <br />the existing ground surface, final slopes will be mined to 3H:1 V, and that with the <br />installation of the slurry wall the interior slopes will be dry; it is unlikely that grading will <br />result in affecting areas outside the affected area or that the interior slopes of the two <br />mining pits will be unstable. <br />(4) The Operator shall establish reasonable timetables consistent with good mining and <br />reclamation Procedures: All backfilling and grading will be completed as soon as <br />feasible after the mining process.
