EXHIBIT "D"
MINING PLAN
6.4.4 The Mining Plan for the Blue Grass Gravel Pit (East and West pits) is as follows:
(a) Description of the methods of mining in each stage of the operation as related to any
surface disturbance on affected lands:
Mining methods will be consistent throughout the life of this mining operation. The post mining
reclamation plan is developed water resource for, both pit areas. The topsail will be saved for
use during reclamation. Overburden will not be sold as product until it is determined by the
Operator that enough overburden has been stockpiled and saved for reclamation use and for the
construction of the perimeter slurry wall and earthen dam. This will be an open pit mining
operation. The method of mining the sand and gravel will be to construct slurry walls, dewater
the mining area and "dry mine" the raw materials from the pits. (The ezcrxvated material will
still have some level of moisture and will require augmentation for evaporative losses.)
Primarily, scraper(s), front end loader(s) and/or excavator(s) will remove the aggregate.
Material may then immediately be truck hauled to the crushing and screening plant, or stored in
the pit for later processing.
Mining will be done in phases. Mining will begin in the East Pit, called Stage 1, Phase 1 at the
south end of the East Pit (east permit area) and will move in a general direction to the northwest
corner of the East Pit. All mining will be carried out in the planned phases as delineated on the
Mining Plan Map. After each phase is completely excavated, the operator will move into the
next phase as shown on the mining plan map (please see the enclosed map, Exhibit "C"). This
procedure will be followed throughout the operation. As part of the reclamation process, the pit
floor will be plated with 4"- 6" of reject gravel material from the mining and processing
operations.
(b) Earthmoving:
Earthmoving will be done with appropriate types and sizes of equipment, i.e. dozers, front-end
loaders, scrapers, excavators, etc. Trucks designed (dump trucks, rock haul tricks) to move
materials on site will transport material around the mine site and processing area.
• Slurry Wall Construction: Slurry or cut-off walls are anon-structural
constructed underground barrier to the movement of ground water from one area
to another area. Slurry walls aze typically constructed through the excavation of a
trench of approximately one yard wide or wider. Bentonite slurry is used to
stabilize the trench during construction. Along-reach or rotary excavator is
J
