M. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> This was a complete inspection of the Hamilton Mine conducted on December 12, 2007 by Mike <br /> Boulay of the DRMS. There was no representative from Honeywood Coal Company present <br /> during the inspection. Weather conditions were cold and cloudy with light snow. Ground <br /> conditions were entirely snow covered from a significant storm that passed through the area on <br /> the day prior to this inspection. There was no activity at the mine site during the inspection. <br /> Availabiliy of Records <br /> Dave Andrews, Honeywood Coal Company's contractor brought the records to the mine site <br /> from his home in Norwood, and left the records at the Broad Canyon Landfill office located near <br /> the mine for inspection. All required records were available for review, with one exception. A <br /> copy of the current Mining Permit legal document issued with the recent Permit Renewal No. 3 <br /> was not included with the records maintained by Dave Andrews. Please obtain a copy of the <br /> Mining Permit and keep this with the mine site records. Please see the attached records checklist <br /> at the end of this inspection report. <br /> Roads <br /> The county road up to the turnoff for the landfill office had been plowed and maintained. <br /> Beyond the landfill turnoff the county road was snow packed. An attempt was made to access <br /> the mine site but it was determined to be unsafe to drive very far beyond the landfill turnoff. Due <br /> to very poor road conditions the mine site was inaccessible. The road was icy and snow packed <br /> and beneath the snow cover the road was not frozen but muddy. To avoid damaging the road and <br /> possibly getting stuck the decision was made not to drive all the way into the mine area. <br />
