(Page 2) <br />MINE ID # OR PROSPECTING ID # M-1984-154 <br />INSPECTION DATE 10/25/2007 INSPECTOR'S INITIALS DEZ <br />OBSERVATIONS <br />This inspection of Permit Number M-1984-154 (Well Field Pit) was conducted by Deb E. Zack of the DRMS as part of the <br />Division's routine monitoring protocol. City of Lamar representative Pat Mason was available for this inspection. The pit is <br />located approximately 2 miles east of the southern city limits of Lamar, CO and currently consists of approximately 9.9 acres, of <br />which approximately 9 appear to have been disturbed. <br />The mine entrance sign and permit boundaries were all clearly marked. However, there were two issues of note for this site. <br />The first was that it appeared that this operation was holding water for a period of greater than 72 hours (see photos 1 and 2) <br />and that this water was most likely ground water. This issue was resolved on the day of this inspection because this inspector <br />was provided with documentation (enclosed) by the Cites representative from the Cites Water Master Plan that describes the <br />nature of this water (from the Clay Creek Aquifer) as being owned by the City of Lamar, and being used for the direct purpose <br />of recharging local wells and "maintaining [a] monthly water level measurement program in most of the Clay Creek wells" (see <br />attached documentation provided by the City of Lamar from the City's Water Master Plan. Further, "the City operates its wells <br />pursuant to a "Post 85 Rule 14 Plan" annually approved by the State Engineer. The Plan envelops the plan for augmentation <br />decreed in Case No. W-4015, and other augmentation sources." <br />The second issue of concern found during this inspection was that it appeared that the material stockpile on site was extending <br />approximately 2-4 feet beyond the southwestern permit boundary. During the inspection the operator committed verbally to <br />adjusting the location of the material stockpile in question to ensure that the entire pile fell well within the approved permit <br />boundaries. <br />As a result of this inspection action has been taken by the City of Lamar. Proof in the form of photos (enclosed) of the <br />repositioning of the stockpile was received by the Division on 12/1712007. This information has gone into the official file held by <br />the Division, and is now a part of the permanent record. Therefore, no outstanding problems are noted in this report. The <br />Division appreciates the timely execution of this action taken by the city. <br />All other activities and completed work at the time of inspection appeared to follow the guidelines and regulations set forth by <br />the state and in the mining and reclamation plans for the pit. <br />Responses to this inspection report should be directed to Deb E.
