ORIGINAL -PUBLIC FILE <br />(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-1987-1'~] <br />INSPECTION DATE: L21~ ~/~7 INSPECTOR^S INITIALS: _-@K-- <br />OBSERVATIONS <br />The Division conducted a monitoring inspection of the site as part of sites to be <br />inspected during the fiscal years 2007-2008. Site used to be a large 112 phased sand <br />and gravel operation located Penrose Colorado along the west side of Highway 115. <br />Operator was contacted about the site visit but was unable to attend. Permit was <br />transferred from Western Mobile to Lafarge in 2002. <br />The gate which is used to access the property was locked, form the access road site was <br />walked to a higher elevation to observe the reclaimed area. Area had received <br />measurable snow the pervious day which was noted at the time of the inspection. <br />The entire site was seeded in 2005 and 2006. Due to the snow cover it was difficult to <br />tell the success of the reclamation efforts. In addition it has been the Division's <br />experience that in this area, it takes about 3 to 5 years before successful reclamation <br />is achieved. <br />According to the operator, site might be succeeded by Fremont Paving and Redi MIX, with <br />in the next few months. At the access to the property, two permit signs were posted. <br />One from R.E. MONK Construction and the other from Fremont Paving Redi MIX. However, <br />Lafrge must know that as far as the Division is concerned, permit is granted to <br />Lafarge, and all other unless the permit is transferred, will be conducting activities <br />under the Lafarge approved reclamation permit. <br />Site currently has a warranty in the amount of $320,000 for a maximum disturbance of 150 <br />acres. Since all affected acres with the exception of the haul and access roads have <br />been reclaimed, there is more than adequate warranty in place.
