M. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> This was a partial inspection of the Colowyo Mine conducted on December 4, 2007 by <br /> Mike Boulay of the Division of Reclamation, Mining and Safety. Tony Tennyson of <br /> CCC accompanied me during the entire inspection. Weather conditions were sunny and <br /> cool. The majority of the mine site was snow covered from a recent storm that passed <br /> through the area over the weekend prior to this inspection. The mine operation was <br /> actively mining coal and coal was being hauled to the loadout at the time of this <br /> inspection. One dragline was down for repairs and one was operating in the West Pit E <br /> seam overburden. <br /> Roads <br /> The mine access road and haul road to the loadout had been plowed and were dry. The <br /> access road to the South Taylor area was very muddy but in good condition considering <br /> the amount of snow the site recently received. All of the roads that were inspected had <br /> been plowed. Haul roads into the active pit areas were in relatively good condition and <br /> maintained. Some road cuttings were present along the edges of many of the roads due to <br /> recent grading and maintenance of the roads. Road ditches were all snow packed. Most <br /> of the roads were very muddy but they were maintained and stable, and no problems were <br /> noted. <br /> Topsoil <br /> Topsoil stripping and related activities in Taylor Draw were inspected. An excavator was <br /> being utilized to load haul trucks with topsoil in the South Taylor area. Haul Trucks were <br /> transporting the topsoil to the South Taylor stockpile. All topsoil stripping and <br /> stockpiling activities were being conducted in accordance with the approved plan and <br /> applicable rules. <br /> An area of the East Pit was inspected, where according to CCC topsoil redistribution and <br /> seeding had just been completed on approximately 86.5 acres. This area is referred to as <br /> EP050. This location was entirely snow covered but did appear to be stable with no signs <br /> of erosion or other concerns. <br /> Support Facilities <br /> The warehouse and facilities areas were viewed. These facilities and perimeter locations <br /> appear to be well maintained and no problems were noted during this inspection. The <br /> new ready line bench area was inspected. This facility is near completion and should be <br /> operational soon. <br />
