Noise Elam is currently permitted by La Plata County and the State of Colorado <br />to operate a gravel pit and asphalt plant at its current location. After hearing of <br />concerns regarding noise generated by its asphalt plant operations, Elam increased <br />the height and length of a berm along the northern boundary of the facility to <br />provide better buffering of this noise. The current and proposed gravel operations <br />will be located within the confines of the gravel pit to minimize noise. <br />2. Truck Traffic The primary truck traffic originating from the current site is for the <br />shipment of asphalt materials to regional paving projects. A lesser amount for <br />hauling gravel materials. Unless there are extenuating circumstances, Elam is <br />allowed to haul only during its normal operating hours (7 AM to 6 PM). <br />3. Hours of Operation As discussed above, Elam is restricted to operations within <br />this period. Elam management has made it clear to its employees that operating <br />activity outside of these hours is prohibited.
