RECLAMATION PLAN EXHIBIT E (cont) We expect to salvage sufficient topsoil to meet reclamation requirements. Of the 13.68 acres ± in the mined area, only 4.08 acres ± or approximately 30% will need recoiling and revegeta- tion. Observations at the site show that soil on the property has an average salvageable depth of 6 to 8 inches except in isolated locations under buildings and on existing roads and driveways. Frei will salvage and stock pile approximately 15,600 cy of soil during the life of the mine. In addition, clean dirt delivered during backfilling that will be segregated and stored to cover the area being filled with at least 12 inches. There appears to be more than adequate soils to meet the demand on the areas to be revegetated. The removed topsoil and dirt gleaned from the imported material will be stockpiled around the setback/perimeter of the mined area or placed on a finished area as it is received. This is designed to minimize the effect of mid-plan stoppage. This will place the topsoil where it is needed for reclamation and will reduce the distance it has to be hauled when needed. Usually, this will mean it simply has to be shaped and graded to complete recoiling and seed bed preparation. The area to be revegetated will be returned to at least it's present vegetative condition when reclamation is complete, except in the Commercial Development Area where no revegetation will take place. The Natural Resources Conservation Service (NRCS) report in EXHIBIT I/.l -SOILS AND VEGETATION section indicates that most of the undisturbed area on this site should have a native grass cover, but due to the use of the site very little native vegeta- tion exists. We estimate that in the area where a vegetation cover is present it varies from 20 to 30a. Site investigations indicate the water table varies from 6 to 10 feet deep depending on the season so no subirrigation takes place on the site which enhances the vegetative cover. Under normal conditions, the operator will strive for a 30 to 40 percent cover rate on the revegetated areas when reclamation is complete. When final grading and reshaping is complete, the area will be recoiled. Careful analysis of the growth medium and salvage- able soil will permit the operator to implement a soil additive program and to monitor the prescribed seeding plan to determine if the plan requires revision. Under normal weather conditions, an adequate moisture reserve will be present for establishment of the proposed seed mixture. No irrigation will be used during - 10
