III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Joe Dudash of the Colorado DRMS.No one represented the operator <br /> during the inspection. There had been a recent precipitation event. Some snow and ice were still on the ground. <br /> Sims and Markers <br /> The mine ID sign was up at the main entrance, east side entrance and along the east side road near the railroad <br /> tracks. The required information was on the signs. <br /> Roads <br /> The main paved haul road was in good condition and free of any coal fines.No coal had been tracked onto the <br /> main highway. The guard rail was in place.The graveled road at the east entrance was in good condition as <br /> well. The light use road along the railroad tracks had pockets of ice and snow but was passable. <br /> Topsoil <br /> The east side topsoil stockpile had a good vegetative cover. The topsoil signs were up on the stockpile. The <br /> stockpile's collection ditch and the diversion ditch were functional. <br /> Hydrology <br /> There was a fair amount of ice-covered snowmelt in the east side sediment pond.The ice level was about 8 <br /> inches below the primary discharge pipe level. The primary gated valve was in the closed position. <br /> Sediment control ditches had sufficient capacity. The straw bales were in place at the railroad track small area <br /> exemption. <br /> Facilities <br /> There were no coal haul trucks unloading and no railcars being loaded during the inspection,although a few <br /> loaded railcars were on site. The crushing/screening operations were idle at the time. The coal stockpiles were <br /> small in volume.No problems with fugitive dust were evident. <br /> No problems were observed with the mine office, shop,electrical substation and loading and unloading <br /> facilities.There were no fuel leaks at the fuel facility. <br /> c:/word/terror/insp 1207 <br />
