M. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> This was a partial inspection of the Seneca II-W Mine conducted on December 4, 2007 by Mike <br /> Boulay of the DRMS. Dennis Jones of Seneca Coal Company was present during the inspection. <br /> Weather conditions were cloudy and cold. The entire mine site was snow covered. There was <br /> very little activity at the mine at the time of the inspection. <br /> Roads <br /> Road surfaces were snow covered throughout the site. Access was limited due to snow packed <br /> road conditions. Haul Road A was plowed up to the location of the dragline. A portion of Haul <br /> Road L and a portion of the Ridgeline Access Road had also been plowed. To avoid getting <br /> stuck these roads were not driven on very far beyond the location of the dragline. Road ditches <br /> and culverts along these portions of roadways were snow covered. The G Road had not been <br /> plowed or bladed and was not accessible due to drifted snow. <br /> Hydrologic Balance <br /> Sediment Pond 006 was the only pond accessible due to snow packed road conditions. Pond 006 <br /> was viewed from Haul Road A. The surface of this pond was frozen and the pond appeared full. <br /> A significant portion of the North Area and part of the South Area were viewed from Haul Road <br /> A and the Ridgeline Access and all areas appeared stable. Stock Pond T-5 was visible from the <br /> Ridgeline Access Road and was snow packed. <br /> A track hoe was working on Stock Pond T-2 next to Haul Road A, to clean out sediment and <br /> improve the drainage channel to the stock pond/sediment trap by excavating through the snow <br /> and removing sediment. There was no other activity at the site at the time of the inspection. <br /> Support Facilities <br /> The shop/office area had been cleared of snow and was accessible during this inspection. This <br /> location and all perimeter areas in this vicinity were maintained and no problems were noted <br /> during this inspection. <br />
