III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Joe Dudash of the Colorado DRMS.No one represented the <br /> operator during the inspection. The mine site was partially covered in snow. <br /> Roads <br /> The road up Hubbard Creek was wet and muddy in spots. However, the road had been recently <br /> maintained and was in good condition. The mine site access road across Hubbard Creek was in good <br /> condition. The gate at the mine site entrance was closed and locked. <br /> Signs and Markers <br /> The mine ID sign was up on the mine site front gate. The required information was on the sign. The <br /> "records location" sign was also up on the gate. <br /> Hydrology <br /> There was a little covering of snow in pond 4 and pond 5. Both pond embankments appeared to be <br /> stable. The collection ditch leading into pond 5 was also partially covered in snow but appeared to <br /> have sufficient capacity. <br /> Reclamation <br /> Most of the backfilled mine site was covered in snow. However, the reclaimed slopes and benches <br /> appeared to be stable. There was no evidence of slope failure or erosion. No problems were observed <br /> at the reclaimed coal stockpile area either. <br /> c:/word/blueribbon/insp 1207 <br />
